THE Aquino administration wanted graft and corruption in all forms in government be eradicated kaya naman ang Bureau of Customs (BoC) ang isa sa nasampolan nang husto.
Kaya naitalaga ang mga retired na heneral sa customs kapalit ng customs career officals dahil sa kanilang pananaw noon ay walang nagawa to stop corruption during their time of service.
Ito ngang retired generals ang pinalit to do the job at ang organic customs officials and other personnel ay itinapon ‘este inilagay sa customs policy research office (CPRO) for confinement.
Pinalitan din ang iba pang mga tauhan ng customs ng mga taga-ORAM (Office Revenue Agency Modernization) mula sa Department of Finanace (DOF).
Bilang project managers o katumbas ng isang customs district collector sa isang pantalan ang naging papel ng mga retiradong heneral sa Customs.
Hoping they can do much better in the revenue collection target sa BoC but for 3 years they also failed.
Sorry to say…
Ang isyu dito, hindi ang kanilang failure to collect the revenue target kundi ang attidute ng mga kawani at ang sistemang ginagalawan nila.
Dahil sa kanilang pananaw hindi pa hopeless case ang mga taga-Customs.
Sabi ng mga orig na taga-customs, “The retired generals are armed only with military background, value of duty and love of country, but knew nothing about customs.”
Anyway, kaysa pasaringan sila ay pasalamatan na lang natin dahil kahit paano ay pinagsikapan nilang magtrabaho nang maayos sa customs gaya ni Gen. Jessie Dellosa.
